INTAN and Huawei Malaysia Unite to Drive Digital Transformation in Public Sector


In a strategic move to fast-track digital transformation in Malaysia’s public sector, the National Institute of Public Administration (INTAN) has partnered with Huawei Technologies (Malaysia) Sdn Bhd. The collaboration is designed to enhance digital leadership and equip civil servants with the skills needed to thrive in a rapidly evolving digital landscape.

Sealed through a Memorandum of Understanding (MoU), the partnership leverages key platforms such as the Digital Leadership Excellence (DLE) Programme, Seeds for the Future, and the Huawei ICT Academy.

It aims to strengthen knowledge exchange, foster innovation, and promote the adoption of advanced technologies to improve service delivery and boost operational efficiency.

The partnership is mutually beneficial. Huawei Malaysia will gain insights from government officers’ involvement in various initiatives, including their role as judges in selecting participants for the flagship Seeds for the Future programme.

In return, INTAN will tap into Huawei’s expertise in digital technology, including talent development, content creation, and strategic advisory support.

Datuk Dr Mohd Zabri bin Yusoff, Director of INTAN, said the initiative underscores INTAN’s role in spearheading public sector innovation.

He said: “As Malaysia’s leading training institute for civil servants, we are committed to preparing our people for modern challenges and equipping them with tools to drive national progress. This collaboration highlights our readiness to embrace emerging technologies and our vision of a digitally empowered public service.”

Oliver Liu, Vice Chancellor of Huawei ASEAN Academy, aded, “By merging Huawei’s tech capabilities with INTAN’s training excellence, we are nurturing a civil service that is agile, digitally fluent, and capable of delivering more personalised, citizen-centric services for all Malaysians.”

Under the MoU, INTAN will provide policy leadership, training infrastructure, and logistical support, while Huawei will contribute technological expertise, mentoring, and resources for innovation. Joint efforts will extend to competitions and programmes such as the Huawei ICT Competition, which aim to recognise and encourage breakthrough digital solutions across the public sector.

This collaboration aligns with the Malaysian Government’s goal of becoming a high-tech nation by 2030. A digitally skilled public sector is seen as vital to bridging the digital divide, improving transparency, and driving inclusive economic growth.

With the partnership now in motion, INTAN and Huawei Malaysia are set to cultivate a new generation of digital leaders—empowering the civil service to deliver smarter, more efficient, and inclusive services for the future.
