Govt Eases Process For Malaysians Abroad To Convert Foreign Driving Licences
The Transport Ministry (MOT) is improving procedures for Malaysians overseas to convert foreign driving licences into Malaysian Driving Licences (LMM), in a move aimed at simplifying administrative processes while maintaining road safety standards.
In a statement, MOT said the initiative is being implemented through the Road Transport Department (JPJ) and will come into effect nationwide at all JPJ state offices starting June 1, 2026.
The ministry said the improvement is designed to streamline licence conversion procedures while ensuring compliance with existing regulations and maintaining driver competency standards.
It also aims to facilitate mobility for Malaysians working or residing abroad amid evolving domestic and global economic conditions.
Under the current policy, conversion of foreign driving licences to LMM is only allowed for three categories, namely Malaysians who obtained a foreign licence before holding an LMM, participants under the Malaysia My Second Home (MM2H) programme and diplomatic corps applicants.
With the updated framework, Malaysians holding a valid foreign driving licence that remains active and without restrictions may now be considered for conversion to LMM, subject to record checks and compliance with JPJ standard operating procedures.
The ministry added that the enhancement reflects efforts to balance regulatory compliance with the need to support Malaysians’ mobility, particularly those with international work and living arrangements.
