MHB Secures New Partner For Netherlands Wind Project

Malaysia Marine and Heavy Engineering Holdings Berhad announced that it has secured a new partner to ensure the continuity of its landmark offshore wind project in the Netherlands.

In a filing the company announced that its wholly-owned subsidiary, MMHE, has entered into a Deed of Novation with Dutch-German grid operator TenneT TSO BV and Indian engineering conglomerate Larsen & Toubro Limited (L&T).

The project faced uncertainty in late 2025 after the original lead contractor, Petrofac, saw its scope of work terminated by TenneT following a massive financial restructuring and administration filing in the UK.

The novation formally transfers all of Petrofac’s previous contractual obligations to L&T, who will now serve as the lead partner alongside MMHE. Despite the change in leadership at the top, MHB confirmed that MMHE will continue to perform its original duties, including the construction of high-voltage direct current (HVDC) platforms for the North Sea.

Following the entry of L&T, the three parties completed a comprehensive review of the project’s schedule and scope. A strategic adjustment was made to exclude the topside of the second offshore substation (OSS) from the current plan.

The project is a vital component of TenneT’s 2GW Programme, an ambitious European initiative to install 65 gigawatts of offshore wind energy by 2030. For MHB, the subcontracts represent a historic entry into the renewable energy sector and a shift away from its traditional reliance on oil and gas infrastructure.

The platforms involved are massive engineering feats, with topsides weighing approximately 30,000 tonnes and jackets weighing roughly 10,000 tonnes.
